Boat vs PWC Licence: What’s the Difference in Victoria?

08 July 2025

Licencing

Why Two Licence Types Exist

Safety risks drive the split

Transport Safety Victoria reports PWCs account for three times more collision incidents per thousand vessels than runabouts. Because the skill sets and risk profiles differ, Victoria mandates an extra endorsement for PWCs.

Legal framework

The two-tier licence system lets regulators enforce stricter standards on higher-risk craft without burdening every boater with extra rules.

Which Course Should You Take?

Scenario 1 – “I only plan to skipper a runabout or fishing boat.”

Take the Boat Licence Course. You can add the PWC endorsement later for $80 if you buy a jet ski.

Scenario 2 – “I already own or intend to buy a jet ski.”

Book the Boat + PWC Course up front. It is cheaper than sitting two separate tests and saves an extra visit to VicRoads.

Scenario 3 – “I have a boat licence but want to ride PWCs next summer.”

Enroll in the PWC Add-On Module. You keep your existing licence number and receive a new card showing the endorsement.

Decision tree
1. Do you want to ride a jet ski?
2. Will that be within the next 12 months?
3. Are you already licensed for boats?

How to Add a PWC Endorsement to an Existing Licence

  1. Enroll in BLV’s PWC-only course - $80.
  2. Complete the online PWC module covering throttle-only steering, surf-zone etiquette, and wake rules.
  3. Sit the 15-question PWC test. You must answer at least 13 correctly.
  4. Receive your Transport Safety Victoria certificate by mail.
  5. Visit VicRoads with certificate, ID, and the PWC issue fee. Staff print a fresh licence card while you wait.

Average upgrade time is two evenings of study plus a 15-minute counter visit.

Frequently Asked Questions

Can I operate a jet ski with only a boat licence?
No. Victorian law requires the PWC endorsement if you intend to ride a jet ski or any vessel classified as a PWC.

Is the test harder for a PWC licence?
The marine component stays the same, but you must also pass a 15-question PWC test with at least 13 correct. Unlimited quiz retries make preparation straightforward.

Do I need a medical check?
Only a standard eyesight requirement applies. VicRoads may ask for an optometrist letter if concerns arise.

How long does the upgrade process take?
Most students finish the PWC add-on module in under two hours of study and receive their certificate within a week.

Can I renew my licence online?
Yes. VicRoads sends a renewal notice six weeks before expiry. Pay online, by phone, or at any Customer Service Centre.
