Why You Need a Boat or PWC Licence in Victoria
Getting out on the water without the right paperwork can be costly and dangerous. Victorian authorities issue on-the-spot fines of up to $3 000 for unlicensed skippers, and Transport Safety Victoria has recorded a 28 percent drop in serious incidents since mandatory licensing was tightened. Holding a marine licence shows you know the basics - navigation marks, speed zones, life-jacket laws, and collision-avoidance rules - so you, your passengers, and every other water user stay safer. A licence is required for any powered craft over 4 kW, including jet skis and other personal watercraft (PWC).
2025 Eligibility & Prerequisites
Age, ID and Medical Checks
- Age - full licence from 16 years; restricted licence for 12- to 15-year-olds (daylight, low-speed limits).
- Identification - photo ID plus proof of Victorian residential address (digital or physical).
- Eyesight - standard eyesight adequate for driving; VicRoads may request an optometrist letter for waivers.
- Interstate transfers - holders of current interstate marine licences can usually convert at VicRoads without sitting the test.
Tip: Upload digital ID during BLV enrolment to streamline your VicRoads counter visit.
Extra Rules for Jet Ski / PWC Riders
Powered watercraft that can perform sharp turns at speed fall under strict behaviour and distance-keeping rules. BLV’s PWC add-on module covers:
- Throttle-only steering dynamics
- Wash and wake management near shorelines
- Sound signals and hand gestures unique to PWCs
- Environmental zones where PWCs are prohibited
Finish the module once and both Boat and PWC endorsements appear on the same card.

Common Mistakes Victorians Make & How to Avoid Them
- Guessing buoy colours - remember red-right-return when heading upstream.
- Confusing speed limits - 5 knots within 50 metres of swimmers, piers, and anchored craft.
- Life-jacket infringements - failing to wear or correctly fit PFDs in designated zones.
- Incorrect night lighting - displaying white light only instead of proper port/starboard lights.
- Delaying signup - your certificate expires after 12 months, requiring a re-sit if you wait too long.
